How do I make a bloom/glow effect?

While trying to use this code in the create event nothing happens

_fx_struct = fx_create("_effect_glow");
if _fx_struct != -1 {       fx_params = fx_get_parameters(_fx_struct);    fx_set_parameter(_fx_struct, "g_Radius", 15);       fx_set_parameter(_fx_struct, "g_Quality", 5);       fx_set_parameter(_fx_struct, "g_Gamma", 0);         fx_set_parameter(_fx_struct, "g_Intensity", 0.5);       fx_set_parameter(_fx_struct, "g_Alpha", 1);         //layer_set_fx("Player", _fx_struct); }

when i use this code

still nothing happens.

I was hoping for Oshader to have a glowing bloom effect

and whenever i go into another room it just gives me this error

I don't know what a FX object is.
